2009-04-15 ＩＯＣの評価委員のやるべき仕事。
_ 今日の朝刊に，ＩＯＣの評価委員会のメンバーが来日。明日から４日間，東京都の説明と，会場予定地の視察をするという。
そして，この評価委員会の作成する調査結果報告書が，最終決定の投票行動に大きな影響をおよぼす，という。だから，開催の名乗りをあげている都市（シカゴ，東京，リオデジャネイロ，マドリードの４都市）は必死になってプレゼンテーションを行い，会場予定地のすぐれていくことをアピールする。それだけではない。目立たないところでの，必死の接待とお土産攻勢である。これが馬鹿にならない金額に達していることは，すでに周知の事実である。
０８年のオリンピック招致に失敗した大阪府の話も，わたしは直接，一部の関係者（担当者）から聞いた。というのは，わたしも大阪にオリンピックを招致するためのイベントの一つであった「民族スポーツ・フェスティバル」なるプログラムに３年間，つづけて参加した経験をもっていて，その担当者たちから失敗した理由なるものを聞かされていたからである。かれらの多くが語っていたのは，表向きの理由もさることながら，裏交渉が下手だった，というもので，そこには愚痴が半分入っていたとしても，ホンネに聞こえた。裏交渉とはなにか。いわずもがなのことである。
このＩＯＣの評価委員会の調査書なるものは，いくつかのチェック項目が統一されていて，それらの一つひとつに「点数」をつけ，その理由を記入するようになっている。この調査書が基本資料としてＩＯＣ委員に配布され，最後は投票で決まる。だから，投票権をもっているＩＯＤＣ委員をどれだけ多く説得するか，という「裏交渉」なるものが密かに展開されることになる。そこに，摩訶不思議な仕掛けが用意されていることは，想像に難くない。しかし，これらはすべて闇（藪）のなかの話。
だから，このシステムに，わたしは大きな疑問をいだいている。そこには二つの「暴力」装置が隠されているからだ。一つは，このようなシステムを考案して，決定した人たちのもつ「暴力」であり，もう一つは，このようなシステムを維持していこうとする人たちのもつ「暴力」である。これらが「暴力」装置として機能するときには，必ず，そこに「倫理的な諸関係」（さまざまな憶測や疑惑）が生まれるからだ。それを承知で，いまも，それをつづけていること，そのことの矛盾を投票権をもつ委員たちが知らないはずはない。でも，みんな「頬被り」をして「知らぬ勘兵衛」を決め込んでいる。この厚顔無恥なる人びとに，オリンピック招致の決定権が握られているのである。
わたしは，この情況から脱出するために，つぎのように提案したい。ＩＯＣの評価委員会は，各都市の準備情況を厳密に調査して，その都市がオリンピックを開催するだけの準備が整っているかどうか，だけを報告書にまとめればいい。つまり，合否だけを決めればいい。要するに，無事にオリンピックを開催する能力をもっているかどうかだけをチェックすればいい。あとは，オリンピック開催能力をもつと判断された都市の間で「抽選」をすればいい。
そうすれば，「倫理的な諸関係」が発生する心配はない。
のみならず，途上国の都市にあっても，基本的要件を満たせば，オリンピック招致に手を挙げることができるようになる。現行のシステムでは，まず，半永久的に不可能である。だから，いつも，文明先進国の都市の間での招致合戦でしかなくなってしまう。途上国はここでも排除・抑圧されることになる。もう，そろそろこの悪循環から脱出するための決心と工夫が必要ではないか。
とまあ，こんなところ。
それにしても東京都民はほんとうにオリンピック招致を望んでいるのだろうか。相変わらず，賛成は少ない，とも聞いている。なんだか，石原君の悪政の隠れ蓑に使われているのではないか，とわたしなどは勘繰ってしまう。
