2009-09-08 「国際社会」というトリックについて。

_ 女性のズボン姿は「わいせつ罪」に相当するとして，スーダンで罰金刑判決がでた，という記事が今日（８日・朝日）の夕刊にでていた。しかも，その小見出しに「国際社会が反発」とある。

短い記事だから，全文，引用しておこう。

スーダンの首都ハルツームで，ズボンをはいていたという理由で女性が「わいせつ罪」容疑で逮捕，起訴される事件があり，ハルツームの裁判所は７日，この女性に罰金５００スーダンポンド（約２万円）の支払いを命じた。ＡＰ通信などが報じた。通常，わいせつ罪にはむち打ち刑が適用されるが，「非人道的だ」として国際社会の反発が強まり，裁判所の判断が注目されていた。

女性は元国連職員で地元紙記者のルブナ・フセインさん＝写真，ロイター。フセインさんは罰金の支払いを拒否し，収監された。フセインさんは７月３日，ハルツームのレストランでズボンをはいて食事中に知り合いの女性１２人とともに警察に逮捕された。イスラム法に基づくスーダン刑法では，女性の脚線が明らかになるズボン着用はわいせつ罪にあたり，４０回以下のむち打ち刑が科せられる。

逮捕された１３人のうち１０人は，逮捕後に各１０回のむち打ち刑を受けたが，フセインさんは裁判で争うことにし，わいせつ罪やむち打ち刑の問題を国際社会に訴えていた。

以上である。

考えたいのは「国際社会」ということ。朝日新聞は小見出しに「国際社会が反発」と書いたくらいだから，みずからの立場を国際社会の側におき，スーダンの「わいせつ罪」は不当であると判断しているとみてよいだろう。この場合の「国際社会」とはいったいなにか。

簡単に言ってしまえば，ヨーロッパの文明先進国を中心とした文化や価値観を是とする社会，ということだろう。こうした人びとのものの見方や考え方が唯一「正しい」とされ，いつのまにか一人歩きをはじめる。ついには，グローバル・スタンダードとなって，これに反するものはことごとく抑圧・排除・隠蔽されることになる。その頂点に立つものが「９・１１」以後のアメリカの「正義」であり，「テロとの戦い」となる。しかも，その行為こそが「Ｇｏｄ　ｂｌｅｓｓ　Ａｍｅｒｉｃａ」の名のもとに正当化されてしまう。

言ってしまえば，アメリカを中心にして形成されつつある「国際社会」ですら，女性がズボンを着用するようになったのは，そんなに古い話ではない。シュテファン・ツヴァイクの『昨日の世界』にも記録されているように，第一次世界大戦前までは，女性が自転車に乗っている姿をみると，農民たちは石を投げつけた，という。わたしの調べたかぎりでも，女性がズボンをはくようになったのは自転車が普及して，女性たちもこれに乗るようになってからである。その自転車が一般の乗り物となるのは１８８８年のダンロップ博士による「空気入りチューブ」の開発以後のことである。１９００年前後にロンドンに留学していた夏目漱石が，下宿のおばさんにすすめられて自転車の練習に苦戦した話は『自転車日記』のなかに描かれている。それによれば，このころになってようやく上流社会のお嬢さんたちが自転車で「遠乗り」にでることが流行の最先端であった，という。

ヨーロッパ先進国ですら，女性が自転車に乗って（つまりは，ズボンを着用して）いてもさして問題にならなくなるのは第一次世界大戦後のことだという。つまり，１９２０年代に入ってようやく女性のズボン着用が定着した，という歴史的事実がある。

地球上のさまざまな宗教的・文化的バック・グラウンドを色濃く反映した「法律」をもっている国では，まだまだ女性たちのズボン着用に大きな抵抗を示していることも事実だ。

フセインさんが，みずから率先してスーダンの国内問題を国際社会に投げかけることそのことは，なんの問題もない。こういう人が現れることによって，内部の内圧が高まり，スーダンの新しいものの見方や考え方が立ち上がっていくことは間違いない。しかし，「わいせつ罪」や「むち打ち刑」が「非人道的だ」という根拠はどこにあるのか。いま，国際社会の一員と名乗っている国々だって，つい，この間まで，まことに「非人道的」なことがまかりとおっていたのである。

もっと言ってしまえば，こんにちでは，まったく別種の「非人道的」なことが国際社会ではまかりとおっているではないか。テロ撲滅作戦のためなら一般市民の命が犠牲になってもいい，とだれが認めているのか。これこそが「非人道的」と言わずしてほかになにがあるのか。だれが考えたってオカシイ。しかし，国際社会はそれを認めている。

こういう国際社会のものの見方や考え方が，そのままグローバル・スタンダードとなり，新たな「暴力装置」として機能しはじめている。空恐ろしいことがいま着々と進展している。日本もまた，その一員となって，片棒かつぎに余念がないのだ。困ったものだ。
